The latest seasonal outlooks were released from NOAA last week. They show that July 2021 is expected to be wetter than normal but there is no signal in temperature except a slight lean toward warmer than normal conditions in the eastern part of the region. The next two weeks are expected to be cooler than normal so that may be affecting the temperature predictions. The July through September period is also expected to be wetter than normal due to the active tropical season, and the temperatures are also expected to be warmer than normal due to the long-term trend towards warmer temperatures. Early forecasts for this winter are for warmer and drier conditions than normal due to the expected return to La Nina later this year.
