This a small species of Wolf spider (Family Lycosidae). The shriveled, white thing sticking out the back is the old egg sac that the baby spiders on mom’s back came out of, probably fairly recently. Wolf spiders carry their egg sacs behind them, attached by some silk. When the babies hatch, they hitch a ride with mom until they are ready to venture off on their own. With a healthy batch of babies – like this seems to be – they will cover the female spider’s entire back, sometimes with just the eyes sticking out.
Wolf spiders are harmless, so no control should be needed.
