It’s halfway through February, and the maps so far show that for most of the Southeast, temperatures are cooler than normal by a few degrees and precipitation is wetter than normal, at least in the band where El Niño effects are most often seen.  The temperature departure for the winter as a whole is still likely to be well above normal because of the unusually warm weather in December.
