USDA has recently announced the timeline for the Implementation of the 2014 Farm Bill Programs:
UGA Extension Economists, Dr. Don Shurley and Dr. Nathan Smith had the following comments on the subject:
USDA recently announced a timeline for implementing the 2014 Farm Bill programs, specifically the Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC) programs, the Margin Protection Program for Dairy (MPP) program and enrollment for “buy-up” provisions under the Noninsured Crop Disaster Assistance Program (NAP). FSA will be sending out letters to landowners and producers mid-Summer with current bases and program yields and 2009-2012 planting history. National online decision-aids are will be available for the ARC/PLC, MPP and NAP buy-up programs. These tools are being developed by two coalitions, one led by University of Illinois and the other by policy centers at Texas A&M and the University of Missouri. Late summer is the target for when the tools will be made available online. According to USDA’s timeline, signup for ARC and PLC programs will start in early 2015. This winter is targeted for making the elections so it appears that soon after harvest landowners and producers will be able to make decisions on base reallocation, yield updates and program election. This is when the important decisions will be made, the one- time election.
