{"id":833,"date":"2025-07-17T15:07:52","date_gmt":"2025-07-17T19:07:52","guid":{"rendered":"https:\/\/site.extension.uga.edu\/evansag\/?p=833"},"modified":"2025-07-17T15:07:52","modified_gmt":"2025-07-17T19:07:52","slug":"usda-announces-16-billion-supplemental-disaster-relief-program-sdrp-for-producers","status":"publish","type":"post","link":"https:\/\/site.extension.uga.edu\/evansag\/2025\/07\/usda-announces-16-billion-supplemental-disaster-relief-program-sdrp-for-producers\/","title":{"rendered":"USDA Announces $16 Billion Supplemental Disaster Relief Program (SDRP) for Producers"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.usda.gov\/sites\/default\/files\/styles\/two_column_header_image_1320x888\/public\/usda-press-release-twitter-final.jpg?h=cc040169&amp;itok=It0-Q5e5\" alt=\"\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>July 9, 2025<\/strong> \u2013 The United States Department of Agriculture (USDA) has announced the launch of the <strong>Supplemental Disaster Relief Program (SDRP)<\/strong>, which will provide up to <strong>$16 billion<\/strong> in relief payments to farmers and ranchers impacted by qualifying natural disasters during the 2023 and 2024 crop years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This program is authorized by Congress and aims to deliver timely financial assistance to producers recovering from events such as hurricanes, floods, wildfires, freezes, excessive drought, and other weather-related losses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Program Overview<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The SDRP will be administered in two stages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Stage One<\/strong> provides expedited assistance to producers who already received indemnity payments through either federal crop insurance or the Noninsured Crop Disaster Assistance Program (NAP). The USDA will send pre-filled applications to these producers beginning <strong>July 9<\/strong>, with in-person signups beginning <strong>July 10<\/strong> at local Farm Service Agency (FSA) offices.<\/li>\n\n\n\n<li><strong>Stage Two<\/strong>, which will cover shallow or uninsured losses, is expected to begin in <strong>early fall<\/strong> of 2025.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Eligible Crops<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The SDRP includes a broad range of crops and commodities. Eligible crop types include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Row Crops:<\/strong> Corn, cotton, peanuts, soybeans, wheat, rice, sorghum<\/li>\n\n\n\n<li><strong>Specialty Crops:<\/strong> Fruits, vegetables, melons, and tree nuts<\/li>\n\n\n\n<li><strong>Perennial Crops:<\/strong> Citrus, apples, peaches, pecans, grapes, and other orchard crops<\/li>\n\n\n\n<li><strong>Other Crops:<\/strong> Forage crops, nursery crops, turfgrass, and floriculture<\/li>\n\n\n\n<li><strong>Vines, Bushes, and Trees<\/strong> used for commercial crop production<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In general, if a crop was eligible for federal crop insurance or NAP coverage and suffered a loss due to a qualifying disaster in 2023 or 2024, it may be eligible under the SDRP.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Eligibility and Payment Details<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">To qualify, losses must have occurred during a 2023 or 2024 disaster event. Eligible causes of loss include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Drought (D2 for eight consecutive weeks or any D3 designation or higher)<\/li>\n\n\n\n<li>Hurricanes and tropical storms<\/li>\n\n\n\n<li>Wildfires<\/li>\n\n\n\n<li>Tornadoes<\/li>\n\n\n\n<li>Excessive moisture or flooding<\/li>\n\n\n\n<li>Winter storms and freezes<\/li>\n\n\n\n<li>Smoke exposure, excessive heat, or related conditions<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Producers in <strong>Connecticut, Hawaii, Maine, and Massachusetts<\/strong> will not participate in SDRP. These states have elected to receive funding through separate block grants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Payments in Stage One are calculated based on existing crop insurance or NAP indemnities. Payment amounts will be based on up to <strong>90 percent of the loss value<\/strong>, multiplied by a <strong>35 percent payment factor<\/strong>. Additional payments may be issued later if funding allows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Important Note:<\/strong> Producers receiving SDRP funds must maintain at least 60% coverage through crop insurance or NAP for the next <strong>two crop years<\/strong>. Failure to do so will require repayment of the SDRP funds with interest.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Faster Relief Than Previous Programs<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">According to USDA Secretary <strong>Brooke Rollins<\/strong>, SDRP represents a significant improvement in disaster aid delivery timelines. Previous programs often took more than a year to begin distributing funds.
