When there is no El Ni\u00f1o or La Ni\u00f1a occurring, it is harder to make a useful prediction about what is likely to happen in the Southeast than when either of those states is happening. In neutral conditions, we are more likely to see wide swings in the weather over the winter season. One of the effects that this can have is the chance of a later-than-normal spring frost, although it does not happen in each neutral winter.
