Out west, it&#8217;s a war over who gets the water of the Colorado River, which provides irrigation water and power to a number of states in the parched West. Most recently, four states (Colorado, New Mexico, Utah and Wyoming) plus Denver&#8217;s municipal water system are claiming that the Central Arizona Project is manipulating supply and demand to avoid cut-backs in water use.
