winter outlook shows cool and wet weather most likely for Southeast"},"content":{"rendered":"<p>Yesterday NOAA issued their latest winter weather outlook.\u00a0 The story is <a title=\"NOAA winter outlook oct 2014\" href=\"https:\/\/www.noaanews.noaa.gov\/stories2014\/20141016_winteroutlook.html\">here<\/a> and the maps are below.\u00a0 Their forecast is based on the likely (67 percent chance) development of a weak El Nino in the next two months which would steer the subtropical jet stream across southern Georgia and Alabama and Florida.\u00a0 While an El Nino has not been officially observed yet, there are some signs that one is underway.\u00a0 Unfortunately, the weak El Nino pattern means there is likely not much relief from the drought in California this winter.<\/p>\n<p><a
