{"id":125,"date":"2018-11-08T15:49:13","date_gmt":"2018-11-08T20:49:13","guid":{"rendered":"http:\/\/site.extension.uga.edu\/burkeag\/?p=125"},"modified":"2018-11-08T15:55:22","modified_gmt":"2018-11-08T20:55:22","slug":"seed-cotton-program-coverage-elections","status":"publish","type":"post","link":"https:\/\/site.extension.uga.edu\/burkeag\/seed-cotton-program-coverage-elections\/","title":{"rendered":"Seed Cotton Program Coverage Elections"},"content":{"rendered":"<p>There has been some discussion of changing coverage elections for the Seed Cotton Program. We participated in gathering some information for our UGA Extension Cotton Economist to help put together a factsheet that compares between the Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC) for this year after Hurricane Michael. They based the analysis on some representative counties in GA.\u00a0 The thought is that for some heavily-impacted counties, the yield loss might trigger higher ARC payments. Below are the main points from this factsheet.<\/p>\n<ul>\n<li>Many producers were expecting very high yields for both irrigated and non-irrigated, especially non-irrigated compared to average. Some producers report little difference in yield between irrigated and non-irrigated.<\/li>\n<li>For 2018, ARC is most likely going to be the way to go for producers in a county with 50 to 60% or more yield loss\u2014\u201closs\u201d being measured relative to the yield that was expected pre-Michael.<\/li>\n<li>ARC vs PLC also depends on the farms seed cotton PLC payment yield.\u00a0 Landowners can update the payment yield but if this can\u2019t be done and\/or if the PLC payment yield is low compared to county yields used for ARC, then PLC may already be at a disadvantage or have less of an advantage than it otherwise have.<\/li>\n<li>There are uncertainties.\u00a0 Any PLC payment for 2018 is a moving target.\u00a0 The Seed Cotton (SC) Marketing Year Average (MYA) Price is yet to be determined.\u00a0 This will also effect ARC because the 2018 SC MYA Price partially determines 2018 Actual Revenue.\u00a0 The 2018 SC county yield is also TBD.\u00a0 We used estimates provided by UGA county Extension agents.\u00a0 There is also the uncertainty of another ARC\/PLC election opportunity for any farm bill extension.\u00a0 Both House and Senate versions call for another election in a new farm bill.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Take a look at the following link for the details:\u00a0\u00a0 <a href=\"https:\/\/site.extension.uga.edu\/aaecext\/files\/2018\/11\/Implications-of-Hurricane-Michael-on-the-Seed-Cotton-ARC-Final.pdf\">Download the PDF version of the factsheet<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There has been some discussion of changing coverage elections for the Seed Cotton Program.
